Coronavirus Food Assistance Program details announced

U.S. Secretary of Agriculture Sonny Perdue announced details of the Coronavirus Food Assistance Program (CFAP), which will provide up to $16 billion in direct payments to deliver relief to America’s farmers and ranchers impacted by the coronavirus pandemic. CFAP payments are available for eligible sunflower producers. Producers will be paid based on inventory subject to price risk held as of January 15, 2020. A payment will be made based on 50 percent of a producer’s 2019 total production or the 2019 inventory as of January 15, 2020, whichever is smaller, multiplied by the commodity’s applicable CARES Act and CCC payment rates. The payment rate from each funding source is 2 cents per pound for sunflowers. Beginning May 26, producers of all eligible commodities can apply through their local FSA office. Applications will be accepted through August 28, 2020. Click here to learn more.

USDA seeks feedback from producers about 2020 crops and stocks

During the next several weeks, U.S. Department of Agriculture’s National Agricultural Statistics Service (NASS) will conduct the June Agricultural Survey. The agency will contact producers to determine crop acreage and stock levels as of June 1, 2020. Growers can respond to the June Agricultural Survey online, by phone, or mail. They will be asked to provide information on planted and harvested acreage, including acreage for biotech crops, and grain stocks. NASS will analyze the survey information and publish the results in a series of USDA reports, including the annual Acreage and quarterly Grain Stocks reports, to be released June 30, 2020. The survey data also contribute to NASS’ monthly and annual Crop Production reports, the annual Small Grains Summary, and USDA’s monthly World Agricultural Supply and Demand Estimates. Nearby old crop NuSun and high oleic prices were unchanged in the past week. NuSun nearby prices are trading $2.15-$2.45, with high oleic $2.00-$2.35 per cwt. higher than a year ago at this same time. New crop prices were down 5 cents to unchanged. Sunflower planting is underway in all states and is behind last year at this same time and the five-year average. Drier and warmer than normal weather conditions are forecast for the next two weeks for the Dakotas and Minnesota and should allow for good planting progress. As the optimal planting window is closing on some crops, there is still time to take advantage of the market opportunities that sunflowers can offer.  Late season planted crops like sunflower can be planted until late June and can perform well with the markets rewarding that production. Final planting dates for crop insurance purposes in North Dakota are June 10 or 15; South Dakota is June 15 or 20 and all of Minnesota is June 15. The actual final date that sunflowers can be planted is anywhere from 20 to 25 days after this date depending on the county. With oilseed planting well under way the markets will begin to trade US weather and crop progress conditions to a greater degree. Traders will no doubt continue keeping a close eye on weekly export sales reports in the weeks ahead. Coronavirus developments will also be closely monitored as states re-open their economies.
